The City of 15th May was established by the presidential decree n.119 in 1978 and it was constructed with the purpose to limit the problem of insufficient accommodation in the region of Greater Cairo.
Together with Tenth of Ramadan City, Sadat City, and Sixth of October City part of the satellite towns planned around Greater Cairo to structure the overpopulation of the area. Thus part of the 'first' generation of urban planning projects following the idenpendence.
Part of the plan was to develop the already existing regional centers and urban centers.
Part of the General Population Map project of redistribution of the population, of outward expanding towards the dessert, the creation of new centers with commercial identity and the power to attract people.
