El Obour is included in the national development program implemented by the Egyptian Government in the mid 1970s, with the intent to cope with the fast urbanization of the major cities of Egypt: Cairo and Alexandria. El Obour is considered an industrial town, with its 1119 producing factories and other 464 under construction, which are expected to provide around 13000 jobs.
It is placed close to both Cairo and Nasr City and also infrastructural grids and the airport.
The housing is planned in several stages with a final population of 600.000. It is divided in two districts, six and four local areas each with its own center.
