Located south of the Han river by the City of Seoul. It covers some 31.7 square kilometers and has a target population of 600.000. The planning started in 1968 and was essentially conceived to to provide housing. The pace of development was very slow and in 1976 the population was a mere 0.5 percent of the target. The plan was subsequently revised to include functions other than residential, in particular business and commercial functions.
