Located south of the Han river by the City of Seoul. It covers some 31.7 square kilometers and has a target population of 600.000. The planning started in 1968 and was essentially conceived to to provide housing. The pace of development was very slow and in 1976 the population was a mere 0.5 percent of the target. The plan was subsequently revised to include functions other than residential, in particular business and commercial functions. Yeongdong since then has transformed into Seoul hub area and a exclusive residential area.
