The town was founded under the name Sovetsky in 1968 through the amalgamation of three earlier settlements which served as supply towns for the Soviet Navy and a base for submarine construction. As a closed city, the town's name and location for a long time was not publicly available. In 1994, the town was renamed after the nearby volcano, Vilyuchinsky.
