Marcus Heinke is a cultural scientist and works as a cultural manager, cultural funding expert and project management lecturer.

At the European Capital of Culture Chemnitz 2025 GmbH, he works in the field of programme development with a focus on capacity building for project organisers in the Capital of Culture year 2025. This involves networking in the city, in the region and in Europe, the joint project development of project organisers in Chemnitz and from other countries in Europe and the world. He is jointly responsible for open calls for the European Workshop for Culture and Democracy, a flagship project of the Capital of Culture. This is specifically about opening up cultural projects to enrich them with democracy-building and participation-orientated content and methods.
